Recent changes to the PARF rebate system add another layer to this decision-making process. Under the revised Budget 2026 framework, rebates for newer vehicles will be reduced significantly. Cars deregistered before reaching five years of age will see rebates fall from 75% to 30% of ARF paid, while rebates at the ten-year mark will decline from 50% to just 5%. The rebate cap will also be lowered from S$60,000 to S$30,000.
For many consumers, these policy changes may seem technical or difficult to understand. However, for buyers who take the time to evaluate the numbers, they become an important part of the ownership equation. Vehicles registered before the new rules take effect may retain more favourable rebate structures, making certain pre-owned models particularly attractive from a total cost-of-ownership perspective.
This creates an opportunity for brands to do more than simply promote inventory.
They can help consumers understand.
In markets where purchasing decisions are becoming increasingly complex, education itself becomes a form of value. Brands that clearly explain how policy changes affect ownership costs are likely to earn more trust than those relying solely on promotional messaging. When consumers understand why a particular option makes financial sense, they feel more confident in their decision rather than simply persuaded by a discount.
<h2>How Brands Win: Move From Selling to Helping</h2>
This trend extends far beyond the automotive sector. Consumers today face increasingly complicated decisions across categories such as financial services, healthcare, technology, property and sustainability-related products. Price remains important, but it is rarely the only factor. Regulations, long-term costs, product lifespan, support services, resale value and brand credibility all play a role in shaping purchasing decisions.
The used car market also highlights how consumer groups approach value differently. Older millennials and Gen X buyers often focus on reliability, ownership costs and COE value. Younger consumers may be more open to alternatives such as subscriptions, ride-hailing or car-sharing services. Expatriates frequently have shorter ownership horizons and therefore prioritise flexibility and convenience. HDB households may place greater emphasis on affordability, financing options and practical day-to-day value.
For marketers, this reinforces an important lesson. A single market does not represent a single mindset.
Consumers may be purchasing the same product category, but their motivations can be entirely different. Some prioritise security, while others prioritise flexibility. Some are motivated by convenience, while others focus on long-term savings. Effective marketing recognises these differences rather than treating every buyer as part of one homogeneous audience.
The growing presence of electric vehicles introduces another interesting dimension to the market. Singapore’s transition towards electrification has accelerated rapidly, with EVs accounting for more than 40% of new car sales in the first quarter of 2025. BYD also emerged as the country’s top-selling new car brand in 2025, registering 11,184 vehicles. As more EVs enter the market, a larger pool of used electric vehicles will inevitably follow.
However, the used EV segment presents its own challenges. Buyers continue to have questions about battery health, maintenance costs, resale value and long-term ownership reliability. Research suggests that used EVs can take roughly one-third longer to resell than conventional vehicles and may experience up to 40% depreciation.
Once again, the lesson for marketers remains the same. Whenever consumers encounter uncertainty, education becomes part of the overall product experience.
Brands cannot assume that innovation alone will drive adoption. They must help consumers understand what they are buying, address concerns openly and provide clarity around unfamiliar issues. The more complex the category becomes, the more important it is to reduce uncertainty.
